2）美国通报补遗能源节约计划：中央空调和热泵测试程序 G/TBT/N/USA/552/Rev.1/Add.6

SUMMARY: On 3 July 2017, the Department of Energy (DOE) issued an administrative stay postponing the effectiveness of certain provisions of a final rule, published in the Federal Register on 5 January 2017. The 5 January 2017 final rule amended the test procedure and certain certification, compliance, and enforcement provisions for central air conditioners and heat pumps. Specifically, in issuing the administrative stay, DOE stayed the effectiveness of two provisions of the 5 January 2017 final rule that require outdoor unit models be tested under the outdoor unit with no match procedure if they meet either of two enumerated conditions. By this action, DOE lifts the administrative stay of the two provisions.As of 3 August 2018, the administrative stay issued under 5 U.S.C. 705, postponing the effectiveness of certain provisions of 10 CFR 429.16(a)(3)(i), was lifted.

3）美国通报补遗保护平流层臭氧：修订制冷与空调行业参考以编入某些行业共识标准最新版本 G/TBT/N/USA/1325/Add.3

摘要：2017年12月11日，美国环保署（EPA）公布了一项直接最终法规并附带一项法规制定提案公告“保护平流层臭氧：修订制冷与空调行业参考以编入某些行业共识标准最新版本”。美国环保署提出根据重大新替代品政策（SNAP）计划修订新家用冰箱、冰柜和组合式冰箱冰柜使用的3种易燃制冷剂－异丁烷（R600a）、丙烷（R-290）和R-441A的使用条件，以反映美国保险商实验室的最新标准。由于EPA收到了反对意见，EPA通过单独公告撤销了直接最终法规。在本措施中，EPA正在处理相关意见并不做任何更改地完成提出的使用条件。本法规2018年9月7日生效。通过引用编入法规列出的某些文件经联邦纪事主任批准自2018年9月7日起生效。网址https://members.wto.org/crnattachments/2018/TBT/USA/18_4346_00_e.pdf  部门：环保署（EPA）

SUMMARY: On 11 December 2017, the U.S. Environmental Protection Agency (EPA) published a direct final rule and an accompanying notice of proposed rulemaking entitled "Protection of Stratospheric Ozone: Revision to References for Refrigeration and Air Conditioning Sector To Incorporate Latest Edition of Certain Industry, Consensus-based Standards." EPA proposed to modify the use conditions required for use of three flammable refrigerants--isobutane (R-600a), propane (R-290), and R-441A--in new household refrigerators, freezers, and combination refrigerators and freezers under the Significant New Alternatives Policy (SNAP) program to reflect an updated standard from Underwriters Laboratories. Because EPA received adverse comment, EPA withdrew the direct final rule through a separate notice. In this action, EPA is addressing relevant comments and finalizing the proposed use conditions with no changes.

This rule is effective on 7 September 2018. The incorporation by reference of certain publications listed in the rule is approved by the Director of the Federal Register as of 7 September 2018.
