6）欧盟通报欧盟委员会法规草案，修订欧洲议会和理事会关于重型车辆二氧化碳排放和燃料消耗测定的法规(EU)2017/2400和指令2007/46/EC G/TBT/N/EU/592

内容如下：

欧盟委员会2017年12月12日关于重型车辆二氧化碳排放和燃料消耗测定的法规(EU)2017/2400提出了可以客观地比较重型车辆性能的通用方法和模拟工具。通用方法应当改进，考虑到法规(EU)2017/2400生效后获得的经验，及使其与关于监测和报告新的重型车辆二氧化碳排放和燃料消耗的法规(EU)2018/956保持一致。此外，根据指令2007/46第12条的要求，提出了检验新车辆二氧化碳排放和燃料消耗的道路测试。

Description of content: Commission Regulation 2017/2400 of 12 December 2017 on the determination of CO2 emissions and fuel consumption of heavy-duty vehicles introduces a common method and a simulation tool to objectively compare the performance of heavy duty vehicles. The common method shall be improved to take into account experience gained following the entry into force of Regulation (EU) 2017/2400 and to align it to the Regulation (EU) 2018/956 on the monitoring and reporting of CO2 emissions from and fuel consumption of new heavy-duty vehicles. Furthermore, an on-road test to verify CO2 emissions and fuel consumption of new vehicles shall be introduced, as required by Article 12 of Directive 2007/46.

Description of content: 

The readjustment of safety control in the light of the risk levels for electrical appliances:

- Products newly subject to safety certification : Secondary lithium cells with more than 700 Wh/L volumetric energy density and 4.4V charging voltage that are used in smart phones, laptops and tablet PCs

- Products which are currently subject to safety certification that will be downgraded to being subject to safety confirmation: electric heaters, electric warmers/heating cabinets, fluid pumps and electric bathtubs

- Products which are currently subject to safety confirmation that will be downgraded to being subject to the supplier's assurance of conformity: electronic musical instruments and binding machines

The readjustment of detailed items for electrical appliances subject to safety control: 

- The scope of electric vehicle chargers which are subject to the safety confirmation will be expanded from 100kVA to 200kVA.

- The LED illumination system will be newly added to the detailed items for lighting equipment subject to safety certification 

- PCB LED modules are included in the detailed items for lighting equipment subject to safety confirmation (PCB LED modules directly sold to consumers shall be distributed to the market after first ensuring their safety

Description of content: The Thai Industrial Standards Institute (TISI) has proposed to amend the draft Thai Industrial Standard for Unplasticized Polyvinyl Chloride (PVC-U) Pipe for Drinking Water Service (TIS 17 - 25xx(20xx)).

The main amendments include scope; definitions; requirements; and sampling and criteria for conformity and testingfor the PVC-U pipe for drinking water service under pressure up to 13.5 bar with the reference temperatureat 27°C; suitable for use only in a location where not exposed to direct sunlight.
