部长级法规草案要求商用车及其拖车的翻新充气轮胎符合商用车及其拖车翻新充气轮胎标准（TIS 2979-2562（2019））。
本标准涵盖主要为M2、M3、N、O3和O4类车辆设计的翻新充气轮胎的生产。
本标准不适用于：
-速度能力低于80 km/h的翻新充气轮胎
-最初生产的轮胎没有速度符号和负荷指数
-未经型式认证和标记的最初生产的轮胎
本标准规定了范围、定义、标记和标签、申请批准、批准、要求、批准的修改、生产一致性、生产不合格的处罚、明确停止生产，负责测试实验室认可测试的技术服务机构的名称和地址。

The draft Ministerial Regulation mandates retreaded pneumatic tyres for commercial vehicles and their trailers to conform with the standard for Retreaded Pneumatic Tyres for Commercial Vehicles and Their Trailers (TIS 2979-2562(2019)).
This standard covers the production of retreaded pneumatic tyres designed primarily for vehicles of categories M2, M3, N, O3, and O4.
The standard does not apply to the production of:
- retreaded pneumatic tyres with a speed capability below 80 km/h
- tyres originally produced without speed symbols and load indices
- tyres originally produced without type approval and marking
The standard specifies scope, definitions, marking and labelling, application for approval, approval, requirements, modifications to the approval, conformity of production, penalties for non-conformity of production, production definitely discontinued, name and address of technical services responsible for conducting approval tests of test laboratories.
