厄瓜多尔共和国通过第1号补遗文件通知，2016年1月25日在第                     G/TBT/N/ECU/324号文中通报的、厄瓜多尔标准化协会第159号技术法规 (RTE INEN）草案“《配水系统中使用的金属阀》”已根据工业与生产力部质量分秘书处2016年12月22日的第 16 509号决议发布，并刊登在2017年2月8日的第 940号官方公报上。

Description of content: By means of this Addendum No. 1, the Republic of Ecuador advises that Ecuadorian Standardization Institute Technical Regulation (RTE INEN) No. 159 "Metal valves used in water distribution systems", the draft version of which was notified on 25 January 2016 in document G/TBT/N/ECU/324, was issued pursuant to Resolution No. 16 509 of 22 December 2016 of the Under-Secretariat for Quality of the Ministry of Industry and Productivity, published in Official Journal No. 940 of 8 February 2017.

内容如下：

本通报法令规定了由国家电信委员会（CONATEL）对移动蜂窝电话进行强制性认证、移动蜂窝电话以前的进口许可制度，包括工厂配件进口许可制度。它还规定了移动蜂窝电话部件以前的非自动进口许可制度，以及主板（电子板或主板）以前的非自动进口许可制度。

Description of content: The notified Decree establishes the mandatory certification by the National Telecommunications Commission (CONATEL) of mobile cellular telephones, and the prior import licensing regime for mobile cellular telephones, including factory accessories. It establishes the prior non-automatic import licensing regime for mobile cellular telephone parts. It also establishes the prior non-automatic import licensing regime for motherboards (electronic boards or mainboards)

 

3）美国通报能源部能源效率与可再生能源办公室节能计划：专用水池水泵节能标准的直接最终法规G/TBT/N/USA/1263

摘要：

1975年的《能源政策和保护法案》（EPCA）经修订后规定了提高能效的各种

条款。第3编第C部分规定了“某些工业设备的节能计划”。所涵盖的设备

包括泵。在直接的最终法规中，能源部对水池水泵采用了新的节能标准，此

法规认为，针对这些产品的节能标准将大幅节能，技术上可行，经济上也合

理。

日期：除非在2017年5月18收到反对的评议意见，否则本法规于2017年5月18日生效。若能源部收到了反对的评议意见，认为可以提供合理依据，以撤回

收到反对的评议意见，要求于2021年7月19日符合此直接最终法规中为专

用水池水泵制定的标准。

 

SUMMARY: The Energy Policy and Conservation Act of 1975 (EPCA), as amended, sets forth a variety of provisions designed to improve energy efficiency. Part C of Title III establishes the "Energy Conservation Program for Certain Industrial Equipment." The covered equipment includes pumps. In this direct final rule, DOE is adopting new energy conservation standards for dedicated-purpose pool pumps. It has determined that the energy conservation standards for these products would result in significant conservation of energy, and are technologically feasible and economically justified.
