本通报是2016年11月3日第671号决议批准的《无线电频谱使用条例》（RUE）的修订草案。在初步评估中，确定了在项目中处理以下主题的必要性：
主题1——将董事会的决定纳入审查频谱管理模式草案；
主题2——非预期排放的监管处理；
主题3——无线电频率使用的协调；
主题4——延长使用无线电频率的授权；
主题5——进入频谱和二级市场；
主题6——二级授权；
主题7——规范性合并。对于每一个主题，都有一个问题，一个要追求的目标，以及一套解决相关问题的备选方案。
在这方面，这项赠款的目的是收集数据和资料，以协助工程处对这一问题进行分析。为了组织辩论，本文件各节简要介绍了讨论的主题、问题、目标和备选方案。

This is the draft revision of the Radio Spectrum Use Regulation (RUE), approved by Resolution No. 671 of 3 November 2016. In a preliminary evaluation, the need to address the following themes in the project was identified:
Theme 1 - Incorporation of the determinations of the Board of Directors contained in the draft review spectrum management model;
Theme 2 - Regulatory treatment for unintended emissions;
Theme 3 - Coordination of radio frequency use;
Theme 4 - Extension of the authorization for the use of radio frequencies;
Theme 5 - Access to spectrum and secondary market;
Theme 6 - Authorization on a secondary basis;
Theme 7 - Normative consolidation. For each of these themes, a problem, an objective to be pursued and a set of alternatives to address related issues.
In this context, this Grant Taking is promoted to collect data and information from which can assist the Agency's analysis on the subject. In order to organise the debate, sections of this document a brief description of the theme, the problem, the objective and the alternatives under discussion.
