本技术规范草案适用于各种类型的电动电梯（有机房或无机房电梯的）和液压电梯，用于摩擦、强制或液压驱动，服务于规定的止动器，具有设计用于载人或载人的驾驶室，以及由电缆、链条或千斤顶吊起的货物，且垂直倾斜角度的导轨之间的移动不超过15度。对于特殊情况下使用的电梯（残疾人电梯、火灾、火灾环境风险、极端天气条件、地震条件、运输危险品等），除了满足本法规的要求外，电梯还必须确保一、主管机关发布的法律法规。

本标准不适用于以下电梯：

a）额定速度≤0.15 m/s；

b）额定速度超过1 m/s的液压梯；
