Description of content: By means of this Addendum No. 5, the Republic of Ecuador advises that the first revision of (1R) Ecuadorian Standardization Institute Technical Regulation (RTE INEN) No. 072 "Energy efficiency of ductless air conditioners", notified in document G/TBT/N/ECU/87/Add.1 of 10 December 2012 has been issued pursuant to Resolution No. 17 598 of 12 December 2017 of the Under-Secretariat for Quality of the Ministry of Industry and Productivity, published in Official Journal No. 150 of 29 December 2017.

Description of content: This addendum concerns the notification of adoption, publication, and entry into force of regulation:Ministerial Decree No.1002/2017 (3 pages, in Arabic) gives producers and importers a transitional period of twelve months to abide by the Egyptian Standard ES 8058:2017 "Energy efficiency of household electrical Appliances methods of measuring and calculating Energy Efficiency of electrical domestic ovens" (14 pages, in Arabic)It should be noted that Ministerial Decree No. 423/2005 (25 pages, in Arabic) which was formerly notified in G/TBT/N/EGY/3 dated 14 December 2005, mandated among others an earlier version of this standard.
Worth mentioning is that this standard complies with hence identical to IEC 60350-1/2015 Regulation (EU) No 65/2014.Producers and importers are kept informed of any amendments in the Egyptian standards through the publication of administrative orders in the official gazette.

Description of content: This addendum concerns the notification of the Draft of part two of the Egyptian Standard ES3795-2 "Energy efficiency label requirements for air conditioner, Part 2: Variable capacity room air conditioner (window – split) with variable speed compressor" (20 pages, in Arabic).Worth mentioning is that ES 3795 "energy efficiency label for room air conditioner" will be comprised of 7 parts to replace the ES 3795/2005 which was formerly notified in G/TBT/N/EGY/68 dated 3 June 2014, mandated among others by the Ministerial Decree No. 180/2003 (3 pages, in Arabic).Worth mentioning is that this draft complies with ISO 5151:2010 and Egyptian Standard ES 4814.Producers and importers are kept informed of any amendments in the Egyptian standards through the publication of administrative orders in the official gazette.

Description of content: SI 60898 part 2: Electrical accessories - Circuit-breakers for overcurrent protection for household and similar installations: Circuit-breakers for a.c. and d.c. operationThe draft revision of the Mandatory Standard SI 60898 part 2, notified in G/TBT/N/ISR/955 (dated 24 August 2017) have been authorized by the Minister of Economy and Industry and published on Israel's Official Gazette No. 7644 of 17 December 2017, section of government notices, page 2352. This revision will enter into force on 17 March 2018, but both the old standard and this new revised standard will apply for a period of 1 year until 16 March 2019. During this time product may be tested according to the old or the new revised standard.

内容如下:
做出下列修订:: A.提出了微型车结构标准,如规格、重量等(第6-3条和第23条):提出了微型车整车重量定义,包括用于后期管理的电池重量,更新了内部和外部通风设施结构标准,以消除由于汽车密封造成的眩光和霜冻。 B.提出了安装标准以防止安全事故(第12-2条,第15条,第15-2条,第38条,第38-2条,第38-4条,第39条,第40~44条,第44-2条,第45条,第49〜51条,第90条,第101条,第109条,第112-2条,第112-4条,第112-5条):提出了确保驾驶员能见度的装置标准,如考虑到微型车规格的车灯安装和光度标准,提供了考虑到轻量化和限速(80km/h)的刹车装置性能标准,使得驾驶员可以安全地操作安装。 C.放宽了事故伤害减轻设备安装标准(第26条,第27条,第27-2条,第88条,第89条,第93条,第98条,第100条,第102条,第102-2条,第103-2条,第104条,第111-3条,第112-10条):取消了某些装置的安装责任,如即使安装也不直接涉及减少损伤的扶手和内舱门,提出了碰撞安全标准,如从长远角度来看事故中乘员保护和行人保护将逐步引入,由于目前车速(80km/h)的限制和公路行驶的限制。 D.提出了微型车道路运行、拥有和管理所需设备的性能和安装标准(第20条,第23条,第32-4条,第111-4条):提出了发动机输出标准,考虑到安装了内燃机的微型车辆的推出,提出了安全安装操作的装载装置的空间和结构标准,并且通过密封乘客舱提供了无环境变化(季节性温差和风雨)的运行基础。

The following amendments will be made:
A. Introducing structure standards such as specification, weight and so on for micro vehicle (Article 6-3 and Article 23): Introducing definition of gross vehicle weight for micro vehicle to include the weight of the battery for post management and updating structure standard the internal and external ventilation facilities to eliminate glare and frost caused by the car seals.
B. Introducing of installation standards in order to prevent accidents for securing safety (Article 12-2, Article 15, Article 15-2, Article 38, Article 38-2, Article 38-4, Article 39, Article 40~44, Article 44-2, Article 45, Article 49~51, Article 90, Article 101, Article 109, Article 112-2, Article 112-4, Article 112-5): Introducing of standards of the device for ensuring the visibility of the driver such as the installation and photometric standard of the lamp considering the specification of the micro vehicle and providing the performance standard of the braking device considering the light weight and the speed limit(80km/h) so that driver can operate safely to be installed.
C. Relaxation of installation standards of equipment for reducing injury in accident (Article 26, Article 27, Article 27-2, Article 88, Article 89, Article 93, Article 98, Article 100, Article 102, Article 102-2, Article 103-2, Article 104, Article 111-3, Article 112-10): Exclude installation obligation about devices such as armrest and interior compartment doors which are not directly related to the reduction of damage even if installed, Introduction of the crash safety standards such as occupants protection and pedestrian protection in accident will be gradually introduced from a long-term perspective because of the current vehicle speed(80km/h) limitation and highway driving restriction.
D. Introduction of the performance and installation standards of equipment essential for the roads operation, possession and management of micro vehicles (Article 20, Article 23, Article 32-4, Article 111-4): Introducing standard of the output of the engine considering the launch of a micro vehicle equipped with an internal combustion engine, Introducing standards for the space and structure of the loading device that can safely operate to be installed and Providing a base for operation without any environmental changes such as seasonal temperature differences and wind and rain by sealing the passenger compartment.

Description of content:The Regulatory Impact Statement sets out options for proposed changes to the current regulatory requirements for commercial refrigeration equipment, and identifies a modified version of Option Four[1] as the preferred option, including the following proposed changes. Note that these measures have been developed under the Australian and New Zealand Equipment Energy Efficiency (E3) Program for adoption in both countries.
Change in the scope of the regulations
The scope of the regulations will be clarified and will be expanded to cover refrigerated storage cabinets (as well as refrigerated display cabinets), subject to New Zealand Cabinet approval.
Change in the test method used to measure energy performance
The following international test standards will be adopted into New Zealand regulation from April 2019, with minor local variations. These will replace the local test standard that currently applies (Australian standard AS 1731 Parts 1 to 13-2003 Refrigerated display cabinets:
• ISO 23953 Refrigerated display cabinets, excluding parts relating to beverage vending machines
• EN 16825 Refrigerated storage cabinets and counters for professional use. Classification, requirements and test conditions, excluding parts relating to blast cabinets, condensing units and process chillers
• EN 16901 Ice-cream freezers. Classification, requirements and test conditions
• EN 16838 Refrigerated display scooping cabinets for gelato. Classification, requirements and test conditions
Revisions to minimum energy performance standards (MEPS)
Adopt the European Commission's approach to calculating energy efficiency for refrigerated commercial cabinets. This approach involves designating refrigerated cabinet types into groups according to their operating temperature and applying a MEPS level to each group, irrespective of cabinet type. These will replace the current requirements, which are set out in the Australian standard AS 1731.14 Minimum energy performance standard (MEPS) requirements
Adopt the EU's energy efficiency levels as New Zealand's and Australia's MEPS levels from 1 December 2019:
• Europe's 2018 levels will apply for refrigerated storage cabinets
• Europe's 2017 levels will apply for refrigerated display cabinets.
Make online energy rating information available
Online energy ratings will be made available on the energy rating database (maintained under the Equipment Energy Efficiency Program)[2]. These will be automatically calculated using the product information supplied during the registration process, in order to minimise costs to industry. The ratings will be based on the rating system used for the European label but converted into a star-rating like the one that appears on the energy rating label for numerous appliances sold locally, and is familiar to New Zealanders.
'Deemed to comply' requirements for low-volume manufacturers:
Deemed to comply requirements will create a simpler compliance pathway for low-volume manufacturers, to minimise their compliance costs and enable them to carry on competing in the market.

Description of content: The E3 Decision Regulation Impact Statement - Household Refrigerators and Freezers presents proposed changes to regulatory requirements for household refrigerators and freezers offered for sale in New Zealand and Australia. The key changes are outlined below.
Adoption of an international test method to replace local testing requirements:
Parts 1, 2 and 3 of the International Electrotechnical Committee test standards (IEC 62552:2015) will be directly adopted into a joint Australia/New Zealand Standard, in three parts as follows:
• AS/NZS IEC 62552.1 Household refrigerating appliances - Characteristics and test methods - Part 1: General requirements
• AS/NZS IEC 62552.2 Household refrigerating appliances - Characteristics and test
methods - Part 2: Performance requirements
• AS/NZS IEC 62552.3 Household refrigerating appliances - Characteristics and test methods - Part 3: Energy consumption and volume
The Australia/New Zealand Standard AS/NZS IEC 62552 Parts 1, 2 and 3 will then be incorporated into the Energy Efficiency (Energy Using Products) Regulations 2002 in New Zealand (subject to Cabinet approval) and the equivalent regulation in Australia. The Australia/New Zealand Standard AS/NZS IEC 62552 Parts 1, 2 and 3 is expected to be published by mid February 2018. It will replace the Australia/New Zealand test standard AS/NZS 4474.1:2007 Performance of household electrical appliances - Refrigerating appliances - Energy consumption and performance. This will be withdrawn from regulation.
The proposed test parameters are summarised in Attachment G (page 76) of E3 Decision Regulation Impact Statement.
Update minimum energy performance standards (MEPS)
MEPS requirements will be updated (subject to Cabinet approval) to significantly lower the maximum allowable energy consumption of refrigerators and freezers. A new version of Australia New Zealand standard AS/NZS 4474 will adopt MEPS levels equivalent to those adopted in the US on 15 September 2014, and will supersede AS/NZS 4474.2 Performance of household electrical appliances - Refrigerating appliances - Energy labelling and minimum energy performance standard requirements.
The MEPS levels that will apply are set out in Attachment F (page 75) of the E3 Decision Regulation Impact Statement. The proposed performance parameters for MEPS are set out in Attachment G (page 76) - see Table 37: Generally agreed performance parameters (Option C) on page 77.
The revised Australia/New Zealand Standard AS/NZS 4474 is not due to be published until November 2018 but a public comment draft will be available for viewing in April 2018. An addendum to this notification will be issued when the public comment draft becomes available.
Modify the Energy Rating Label algorithm
The Energy Rating Label algorithm is not being re-graded but it will be adjusted to maintain continuity of energy ratings as Australia and New Zealand transition to a new test method and MEPS levels. The modifications to the Energy Rating Label algorithm are intended to:
• maintain comparability between products registered against the outgoing test method and new products registered against AS/NZS IEC 62552
• as far as possible, ensure that currently registered products able to comply with the new MEPS levels will have comparable ERL ratings when registered using the test standard AS/NZS IEC 62552, and will not be penalised with a lower star rating
• ensure that ratings remain spread out across the rating scale and that the lower rating bands continue to be used (these lower rating bands would otherwise be largely emptied due to the introduction of a higher MEPS level)
• reward more efficient products with upwards adjustments to their star ratings
• move the labelled energy to a value that more closely represents typical product use, which will encourage suppliers to optimise energy consumption and performance under normal use conditions.

Description of content: The Children's Gasoline Burn Prevention Act (CGBPA or the Act) adopted as a consumer product safety rule, the child-resistance requirements for closures on portable gasoline containers published in the ASTM voluntary standard, Standard Specification for Determination of Child Resistance of Portable Fuel Containers for Consumer Use, ASTM F2517-05. ASTM F2517 was revised in 2015. These revisions became law under the Act, which the Commission codified through a direct final rule in 2015. On 13 November 2017, the Commission received notice from ASTM that a revision to ASTM F2517 was published in November 2017. In this direct final rule the Commission reviews and evaluates the revised ASTM F2517, finding that the revisions carry out the purposes of the CGBPA's requirements. Accordingly, the 2017 revisions to the child- resistance requirements will be automatically incorporated and apply as the statutorily mandated standard for closures on portable gasoline containers. This direct final rule updates the Commission's regulation to reflect that the requirements for closures on portable gasoline containers must meet the requirements in ASTM F2517-17.

SUMMARY: The U.S. Environmental Protection Agency (EPA) is taking direct final action to modify the use conditions required for use of three flammable refrigerants, isobutane (R-600a), propane (R-290), and R-441A, in new household refrigerators, freezers, and combination refrigerators and freezers under the Significant New Alternatives Policy (SNAP) program. The use conditions, which address safe use of flammable refrigerants, are being revised to reflect the incorporation by reference of an updated standard from Underwriters Laboratories.

Description of content: The U.S. Department of Energy (DOE) is publishing this final rule in order to codify in the Code of Federal Regulations certain backstop requirements for rough service lamps and vibration service lamps that Congress prescribed in the Energy Policy and Conservation Act. These backstop requirements apply as a result of the subject lamps exceeding sales thresholds specified in the statute. In particular, this rule applies a statutorily-established 40-watt maximum energy use and packaging limitation to rough service lamps and vibration service lamps.
