国家技术法规草案基于NorDig对有线、卫星、地面和管理的基于IPTV的网络中使用的集成接收机解码器的统一要求版本3.1.1，2019年9月3日，NorDig对有线、卫星中使用的集成接收机解码器的统一测试计划，基于地面和托管IPTV的网络版本3.1.1，2019年9月3日；区域接收器规范建议，东南欧-Digi.TV，版本A-12012；一致性测试规范-建议，东南欧-Digi.TV，版本A-12012。
本国家技术法规规定了支持SDTV和/或HDTV的无锁DVB-T2数字地面电视机（免费-FTA）的最低技术要求。
本法规适用于独立工作接收器（STB）和电视集成接收器（iDTV）。
包括以下规定：
1、一般规定
2、技术要求
3、试验方法
4、法规要求
5、组织和个人的义务
6、实施
附录A（规范性附录）：测量要求
附录B（规范性附录）：DVB T2地面数字电视接收器产品清单必须符合本质量控制虚拟网络。

The draft national technical regulation is based on NorDig Unified Requirements for Integrated Receiver Decoders for use in cable, satellite, terrestrial and managed IPTV based networks version 3.1.1, 03.09.2019, NorDig Unified Test plan for Integrated Receiver Decoders for use in cable, satellite, terrestrial and managed IPTV based networks version 3.1.1, 03.09.2019; Regional Receiver Specification Recommendations, South East Europe - Digi.TV, Version A-1, 02/2012; Conformance Test Specification - Recommendations, South East Europe - Digi.TV, Version A-1, 02/2012.
This national technical regulation specifies the minimum technical requirements for an unlocked DVB-T2 digital terrestrial television set (Free To Air - FTA), supporting SDTV and/or HDTV.
This regulation applies to both independent operating receiver (STB) and receiver integrated in television (iDTV).
The following provisions are included:

Annex A (normative): requirements for measurements
Annex B (normative): The list of DVB T2 terrestrial digital television receiver products must meet this QCVN.
