国家技术法规草案基于ETSI EN 300 162-1 V1.4.1（2006-05）和ETSI EN 300 162-2 V1.2.1（2006-12）
本国家技术法规规定了船用带外部天线连接器的甚高频接收机、语音和数字选择发射机（DSC）的最低要求。
本法规适用于使用12.5 kHz和25 kHz信道在海上移动业务频带（国家无线电频谱规划规定的特定频带）中工作的甚高频无线电接收机和发射机。
包括以下规定：

4、组织和个人的义务
5、实施
附录A（规范性附录）：用于相邻信道功率测量的测量接收器。
附录B（规范性附录）：IEC 61162-1指令频率设置信息（FSI）协议

The draft national technical regulation is based on ETSI EN 300 162-1 V1.4.1 (2006-05) and ETSI EN 300 162-2 V1.2.1 (2006-12)
This national technical regulation specifies the minimum requirements for VHF receivers, transmitters for voice and digital select (DSC), with an external antenna connector for use on ships.
This regulation applies to VHF radio receivers and transmitters operating in the maritime mobile service band (the specific frequency bands under the provisions of the national radio frequency spectrum planning) using both 12.5 kHz and 25 kHz channels.
The following provisions are included:

3. Regulatory requirements
4. Obligation of organizations and individuals
5. Implementation
Annex A (normative): Measuring receiver for adjacent channel power measurement.
Annex B (normative): Protocol for the IEC 61162-1 commands Frequency Set Information (FSI)
Annex C (normative): Radiated measurements
Annex D (normative): The list of VHF telephone equipment used for maritime mobile service must follow this QCVN.
